Bethel Park School District Like many districts throughout Pennsylvania, Bethel Park School District faced the challenge of maintaining aging facilities while balancing limited capital resources and rising operating costs.
Serving approximately 4,300 students across eight schools, the District recognized that simply replacing aging equipment would not adequately prepare its buildings for future educational needs. Instead, district leadership sought a comprehensive solution that would modernize infrastructure, improve energy efficiency, enhance security, and support evolving instructional programs.

In 2020, Bethel Park selected SitelogIQ to develop and implement a Guaranteed Energy Savings Agreement (GESA) that would address district-wide utility consumption and deferred maintenance while creating a long-term facilities improvement strategy. The engagement began with a comprehensive facilities assessment that evaluated building conditions, identified infrastructure deficiencies, prioritized deferred maintenance, and established a roadmap for future investments.
Originally constructed in 1973, Independence Middle School had reached a point where its major building systems were approaching the end
of their useful lives. Mechanical, plumbing, and electrical infrastructure no longer met modern performance expectations, while aging windows,
deteriorating finishes, and outdated building layouts limited both operational efficiency and the educational experience.
Rather than addressing individual deficiencies through isolated capital projects, Bethel Park elected to pursue a comprehensive renovation
that would transform the entire 171,380-squarefoot facility. The modernization also supported an important district initiative—the relocation of sixth-grade students into Independence Middle School—requiring extensive interior reconfiguration while maintaining the character of the existing campus.
Using the Guaranteed Energy Savings Agreement (GESA) platform, SitelogIQ developed and implemented a multi-phase modernization program that addressed nearly every major building system while improving educational functionality throughout Independence Middle School.
Mechanical, plumbing, and electrical systems were comprehensively upgraded with new HVAC equipment, distribution systems, controls, lighting, and supporting infrastructure. Extensive asbestos abatement and selective demolition prepared the building for renovation, while
replacement windows, doors, frames, and hardware improved energy performance, occupant comfort, and building security. Interior renovations transformed virtually every occupied space with new drywall, ceilings, flooring, ceramic tile, casework, lockers, partitions, signage, and elevators. The project also included construction of a new sixth-grade classroom wing and a new administrative suite, allowing the District to successfully reconfigure grade levels and better utilize its facilities.
Recognizing the condition of the building envelope, SitelogIQ also partnered with the District to pursue additional funding opportunities. In 2024, SitelogIQ assisted Bethel Park School District in preparing and securing a Pennsylvania Public School Facility Improvement Grant (PSFIG), which helped fund the complete replacement of the school’s roof. By combining state grant funding with the District’s broader facility modernization program, SitelogIQ enabled critical infrastructure improvements that protected the building, improved indoor environmental quality, and maximized the District’s capital investment.
Completed through multiple construction phases, the approximately $45 million modernization fundamentally transformed Independence Middle School from an aging facility into a contemporary learning environment that supports both operational efficiency and educational excellence.
By combining energy conservation measures with large-scale facility modernization, Bethel Park School District avoided the disruption and
expense of new construction while extending the useful life of an existing asset. The completed school now provides students and staff with
improved indoor comfort, modern technology infrastructure, enhanced safety and security, and flexible learning spaces that support the District’s evolving educational programs.
For SitelogIQ, the Independence Middle School project demonstrates how a Guaranteed Energy Savings Agreement can serve as far more than an energy initiative. By integrating infrastructure renewal, deferred maintenance, educational programming, and facility modernization into a single delivery platform, the District achieved a comprehensive transformation that positions Independence Middle School to serve future generations of students.
