Juniata County School District Elementary School Consolidation Program

Project Background

The Juniata County School District hired SitelogIQ to provide program management for their elementary school consolidation program. The district had eight small elementary schools scattered throughout the district to serve a declining student population. When a facility assessment of the elementary school buildings showed that most of the buildings were in poor condition and would require significant renovations, the district determined it would be in their best interest to consolidate from eight to three buildings. By maintaining the Lackawanna-Tuscarora Elementary School and renovating and adding on to Fermanagh-Mifflintown Elementary School and Monroe Elementary School, the district offers improved programming to their students and achieves significant operational and construction cost savings. SitelogIQ worked very closely with the district administration and architect to develop the additions and renovations within the district’s budget and to secure a $1.2 million Multi-Modal Transportation Fund grant. To maintain the district’s budget, the project was completed as a hybrid project that combined a PlanCon reimbursable project with the guaranteed energy savings performance contract, where SitelogIQ also served as the ESCo contractor.
